The commissioner of education leads the Bureau and promotes Kaohsiung citizens' understanding of the Bureau's goal and objectives. The commissioner, essentially, is the principal advisor to the mayor on citywide policies, programs, and activities related to education in Kaohsiung city. The commissioner is nominated by the mayor and must be confirmed by Kaohsiung Municipal Assembly.
The deputy commissioner and secretary in charge aid the commissioner in the overall management of the Bureau. Besides, the secretary in charge appoints an advisory committee to oversee each of the eleven offices and divisions.
There
are 92 public and private elementary schools, four primary schools for
foreign residents, and 171 public and private kindergartens. We have 5,495
elementary school teachers and 120,770 students. Elementary school and
kindergarten are the basis of education. For the past few years, the city
has kept increasing new schools, improving teaching facilities and
teaching environment, as well as elevating teaching quality. Regarding
teaching method, we aim to help students develop their individual
potential through a more open education. Moreover, in order to make
students able to become international citizens, we provide them with more
classes in English, computers, and local culture.
The mission of the Second Division is to promote academic excellence, enhance educational opportunities and equality for all the children and families in Kaohsiung. Also, this division helps to improve the quality of teaching and learning by providing technical assistance and financial support. Furthermore, it formulates a policy to create a new system integrating teaching, guidance and counseling. The Third Division oversees pre-K through 6th grade programs. It makes pre-school education widely accessible. This division, in addition, has diverse responsibilities, including creating an infrastructure for information technology education, instituting English instruction for all elementary school 5th graders, re-establishing counseling systems. The Forth Division not only supports programs designed to educate children with special need, but it also provides for the rehabilitation of youths and adults with disabilities. The mission of the Fifth Division is to promote the participation of citizens in sports and to help them enhance their physical fitness. Also, it helps to improve school environment and sanitation. This division, on the other hand, map out policies to build and improve athletic fields, gymnasiums and community recreational area. The Sixth Division is mainly responsible for keeping governmental archives, procuring office supplies as well as handling social education associations' land. In Kaohsiung, children who have behavioral or communication disorders, or intellectual, psychical or multiple disabilities, or who are gifted, may require special education services or special education programs in order to enable them to attend school and to benefit fully from their school experience. Such students, in brief, may be identified as “exceptional pupils.” The Seventh Division is committed to improving results and outcomes for exceptional pupils in Kaohsiung. Demanding from schools in Kaohsiung for a comprehensive array of programs and projects that improve results for exceptional pupils.

Evaluating the impact and effectiveness of city government’s efforts to provide early intervention services and a free appropriate public education to exceptional pupils of all ages.

Referring exceptional pupils to committee for consideration of eligibility for admission to special classes in order to maximize their potential to participate in school, work and community life.
